The House of Representatives passed a $26 billion measure Tuesday afternoon to help avoid teacher layoffs. Democrats said the move was necessary because of state and local government cutbacks. Specifically, it includes $10 billion for teacher positions and $16 billion to help cover state Medicaid payments. Republican leaders have blasted the bill as an irresponsible union giveaway that will impede prospects for a long-term economic recovery. President Obama is expected to sign the bill into law tonight.
