Jocelyn Peters, 30, was found shot dead in her apartment in late March. She was seven months pregnant at the time of her death and was a teacher at Mann Elementary in St. Louis. According to the report, court records show that the alleged hit man, Phillip J. Cutler of Oklahoma, and Cornelius Green were childhood friends, and Cutler was in St. Louis at the time of Peters' murder. Cutler's cellphone was discovered near Peters' apartment the night of the murder.

“What we have here is an apparent murder for hire,” St. Louis Circuit Attorney Jennifer Joyce told the news station. “What we do know is, Mr. Green did send Mr. Cutler through the mail $2,500 cash.”

Green, the former principal at Carr Lane Visual and Performing Arts School in St. Louis, is being held on $3 million bond. According to his attorney, Scott Rosenblum, he intends to plead not guilty.
