Cape St. Claire, Md., has some explaining to do. It seems that in 2010, the town still has language in the books barring blacks and Asians from owning property. Cape St. Claire Improvement Association board members are working to remove racially discriminatory language from covenants that date back to the 1940s. The language reads:
