Bosco Ntaganda, a Congolese warloard who's accused of conscripting child soldiers, lived as an international fugitive for years. But yesterday he walked right into the U.S. Embassy in Rwanda and asked to be transferred to the International Criminal Court, a U.S. State Department spokeswoman said. The Associated Press reports that news of the surrender first came in a tweet, which was followed by an official communiqué from Rwandan Foreign Minister and government spokeswoman Louise Mushikiwabo.

"If he's actually handed over to the International Criminal Court or a court that would prosecute him, that would be a huge step forward in the fight for justice in eastern Congo," Carina Tertsakian, a senior researcher for Human Rights Watch, told the AP.
