The Baltimore school bus driver who crashed into a transit bus, killing six people, including himself, in November, shouldn't have been driving because he had a history of seizures and had been involved in a dozen previous crashes.

According to the Baltimore Sun, Glen Chappell, 67, was traveling nearly double the speed limit when he plowed into a transit bus Nov. 1. Chappell suffered from diabetes and hypertension and suffered a "seizurelike episode" one week before the deadly crash, the National Transportation Safety Board announced Wednesday.
Chappell worked for AAAfordable LLC of Baltimore, a transport company that held a contract with Baltimore City Public Schools. Chappell reportedly had medical clearance to drive the school bus, but his medical certificate was never filed with the Maryland Vehicle Administration, which had made it illegal for him to be driving the bus, the report said, the Sun reports.
There were no children aboard Chappell's school bus when the crash occurred. The report noted that Chappell was driving 57 mph in a 30-mph zone when he hit a Ford Mustang and then collided with an oncoming Maryland Transit Administration bus.
Chappell and the driver of the MTA bus died, and four passengers on the MTA bus were also killed. Eleven other passengers on the MTA bus were injured in the crash.
