A jail phone call, reportedly recorded by his sister, revealed that the man was wrestling with some deeply twisted thoughts during the attack—and those details have been revealed.

Brown allegedly shared disturbing details about the incident in an audio recording released by his sister, Tracey Brown, where 35-year-old Decarlos Brown Jr.—a diagnosed schizophrenic—claimed that the government had implanted foreign “materials” into his brain, per the Economic Times. According to him, it was this material that prompted him to carry out the savage attack against 23-year-old Iryna Zarutska on the night of Aug. 22.

“I hurt my hand, stabbing her,” Brown stated on the call, reportedly recorded on August 28. “I don’t even know the lady. I never said not one word to the lady at all. That’s scary, ain’t it? Why would somebody stab somebody for no reason?”

At one point, Brown appeared to speak of himself in the third person, and explained that he wanted police to “investigate” why those foreign materials made him commit such a crime. His sister pressed on further, saying she was “trying to understand” what made him attack Zarutska—a Ukrainian refugee—of all people.

“Out of all people, why her?” Tracey reportedly asked her brother. “She’s from Ukraine, she’s from Russia, and they had a war going on against the United States, so I’m just trying to understand, of all people, why her?”

“They just lashed out on her, that’s what happened,” Brown reportedly replied. “Whoever was working the materials, they lashed out on her. That’s all there is to it. Now they really gotta investigate what my body was exposed to… Now they gotta do an investigation as to who was the motive behind what happened.”

Amid his struggling—albeit failing—mental health, Tracey argued that her brother should never have been amongst those in society to begin with, noting that he’s repeatedly sought medical help over the years without success. And despite his condition, she claimed doctors often discharged him within just 24 hours.

“I strongly feel like he should not have been on the streets at all,” Tracey said, per the outlet. “I’m going to be honest. I’m not blaming anyone for his actions, except for the state. I’m blaming the state for letting him down as far as seeking help.

“When you have mentally ill people seeking help, and you’re running tests on them, and you clearly see that you are dealing with a psychosis on an acute level, you do not let them go back into society,” she urged. “He was a high risk. He was not in his right mind. He was not safe for society.”

Tracey added that Brown had called 911 multiple times in the past, reportedly telling officers he believed his mind was being controlled by a microchip.

“We know what he has been dealing with the last three years,” she said, per the outlet. “And now an innocent woman is dead.”
