Check It Out: Should the Bush Administration Take the Blame For 9/11?

On Morning Joe, former Bush speechwriter Marc Thiessen says something that Lawrence O'Donnell found fairly upsetting.

If, by your own lights, the Bush/Cheney administration’s record on national security should be judged by the fact that there were no massive terror attacks after 9/11, why shouldn’t it also be judged by the fact that 3,000 Americans were killed on your watch on 9/11? Should an administration’s national security record be judged by the number of Americans killed by terrorists on its watch? Yes, or No?

Seems to be a reasonable question. Thoughts?
